Description

The KADIWA ni Ani at Kita program was created by the Department of Agriculture to connect farmers and fisherfolk directly with consumers, lower food prices, and expand market access for organized producers. This policy brief summarizes the findings of the process evaluation of KADIWA’s implementation from 2019 to 2023 across 14 regions. The evaluation examined program design, resource allocation, implementation fidelity, partnerships, outcomes, and readiness for scale and sustainability. It used a mixed-methods approach that combined document and administrative-data reviews with key informant interviews, focus group discussions, and field validation. The findings indicate strong policy intent but fragmented and uneven implementation arising from the absence of a unified national framework, inconsistent resource allocation and enforcement of standards, informal partnerships, and underused digital tools. The brief recommends establishing a unified national framework and results-based management system, adopting performance-based budgeting and local government co-financing, institutionalizing program standards, and strengthening monitoring and digital integration.
