Ang Pantawid Pamilyang Pilipino Program (4Ps) ay isa sa mga pambansang estratehiya ng pamahalaan upang tugunan ang problema ng kahirapan sa bansa. Itinuturing na katuwang ng gobyerno ang mga parent leader upang tiyakin ang pagsunod ng mga benepisyaryo sa lahat ng mga kondisyon ng programa. Karamihan ng mga pinuno ng 4Ps ay kababaihan kaya nagsagawa ng pag-aaral na nakatuon sa kanilang naratibo bilang mga parent leader ng 4Ps gamit ang lente ng Pilipinong Feminismo. Layunin ng pag-aaral na ipakita kung paano naipamalas ang kanilang pamumuno, paano umusbong ang kanilang kamulatang pansarili at kamalayang panlipunan, at paano nahuhubog ang kanilang pagsasakapangyarihan bilang proseso ng pag-igpaw mula sa tradisyonal na gampaning pangkasarian tungo sa mas aktibong pakikilahok sa komunidad at lipunan. Naisagawa ang pagkalap ng datos sa pamamagitan ng panayam, pagmamasid, at pakikisalamuha sa komunidad. Ginamit ang purposive sampling upang makuha ang tiyak na mga kalahok mula sa pamayanan ng mga maralita sa Lunsod Quezon, Pilipinas. Batay sa resulta ng pag-aaral, ang pamumuno ng pinunong mga nanay ay hindi nakabatay sa pormal na awtoridad o materyal na insentibo, kundi sa relasyunal na ugnayan, malasakit, at etika ng serbisyo. Nahubog ang kanilang kumpiyansa sa sarili sa pamamagitan ng aktibong pakikilahok sa pamumuno, pagkilala sa sariling kakayahan, at patuloy na pakikipagtunggali sa tradisyonal na gampaning pangkasarian at dobleng pasanin ng gawaing pantahanan. Lumitaw din ang kanilang mas malalim na pag-unawa sa estruktura ng programang pampamahalaan, sa kanilang papel bilang tagapamagitan ng estado at komunidad, at sa mga limitasyon ng implementasyon ng 4Ps. Ipinakikita rin ng pag-aaral na ang kanilang pagsasakapangyarihan ay hindi isang tiyak at ganap na kalagayan, kundi isang dinamikong proseso na umuusbong mula sa loob (sarili), lumalawak sa ugnayan ng pamilya at komunidad, at humahantong sa mas malalim na pakikisangkot sa lipunan at bayan. Sa kabila ng patuloy na hamon ng patriyarkal na estruktura at kawalan ng institusyonal na suporta, naipamalas nila ang kakayahang maging aktibong ahente ng panlipunang pagbabago sa antas-komunidad.

Abstract (English)
The Pantawid Pamilyang Pilipino Program (4Ps) is one of the national strategies of the government to address the problem of poverty in the country. Parent-leaders are considered the partners of government in ensuring the compliance of 4Ps beneficiaries to all conditions of the program. Majority of these leaders are women; thus, a study was conducted focusing on their narratives as parent-leaders of 4Ps using the lens of Filipino Feminism. The study aims to explore how their leadership is enacted, how self-awareness and social consciousness emerge from their experiences, and how empowerment is shaped as a process of transcending traditional gender roles toward more active participation in community and societal life The data gathering was made possible through key informant interviews (KII), observation, and social interaction in the community. A purposive sampling technique was used to determine the participants from urban poor community in Quezon City, Philippines. Based on the result of the study, the leadership of the women parent leaders is not grounded in formal authority or material incentives, but in relational practices, care, and service-oriented ethics. At the level of self-awareness, their confidence is developed through active engagement in leadership, recognition of their own capabilities, and continuous negotiation with traditional gender roles and the double burden of domestic and community labor. At the level of social consciousness, the women demonstrate an increasing awareness of the structure and limitations of government social protection programs, particularly their role as intermediaries between the state and community members. The study further shows that empowerment among women parent leaders is not a fixed or final condition, but a dynamic and relational process that begins internally (self), expands through family and community relations, and culminates in deeper social and civic engagement. Despite persistent patriarchal constraints and limited institutional support, the women parent leaders emerge as active agents of social change at the community level.
