Abstract (English)
Lifeline systems, such as water distribution systems, are essential infrastructure and it is crucial that these systems remain operational in the wake of damaging earthquakes. Historically, pipe failures are largely attributed to the failure of the surrounding soil, while damages to elevated water tanks are associated with the poor performance of their supporting frame structures. It is vital to quantify damage to these systems to assess their performance in the event of an earthquake. In this study, a framework for pre-disaster damage and loss assessment (DaLA) to the water distribution systems due to seismic and coseismic hazards was proposed and applied to the Batangas City water system. Probabilistic seismic hazard assessment (PSHA) was utilized to evaluate seismic hazards for the study area considering return periods of 475 and 2475 years. Empirical fragility models and Incremental Dynamic Analysis (IDA) were then used to estimate damage to the pipe network and elevated tanks, respectively. Finally, direct economic losses were quantified in terms of the cost of repair and replacement. The findings of this study highlight vulnerable sections of the water distribution system which may aid in the allocation of funding for disaster mitigation programs and formulation of post-earthquake response.

Ang mga lifeline system, gaya ng mga imprastraktura ng tubig, ay napakahalaga na manatiling operasyonal kasunod ng mga malakas at nakasisirang lindol. Sa kasaysayan, ang mga pagkapinsala ng tubo ay kadalasang iniuugnay sa pagkabigo ng nakapaligid na lupa, habang ang mga pinsala sa mga nakataas na tangke ng tubig ay nauugnay sa mahinang pagganap ng kanilang mga bahaging bakal. Mahalaga na tantiyahin ang pinsala sa mga sistemang ito upang masuri ang kanilang pagganap sakaling magkaroon ng lindol. Sa pag-aaral na ito, isang balangkas para sa Damage and Loss Assessment (DaLA) sa mga imprastraktura ng tubig dahil sa mga panganib na seismiko at coseismiko ang iminungkahi at inilapat sa sistema ng tubig ng Lungsod ng Batangas. Ginamit ang probabilistic seismic hazard assessment (PSHA) upang tasahin ang mga panganib na seismiko para sa lugar ng pag-aaral na isinasaalang-alang ang mga return period na 475 at 2475 taon. Ginamit naman ang mga empirikal na modelo ng kahinaan at Incremental Dynamic Analysis (IDA) upang tantiyahin ang pinsala sa network ng mga tubo at sa mga nakaangat na tangke. Tinantiya ang direktang pagkalugi sa ekonomiya sa pamamagitan ng gastos sa pagkukumpuni at pagpapalit. Binibigyang-diin ng mga resulta sa pag-aaral na ito ang mga mahihinang bahagi ng sistema ng pamamahagi ng tubig na maaaring makatulong sa alokasyon ng pondo para sa mga programang pang-pagpapagaan ng sakuna at sa pagbuo ng tugon pagkatapos ng lindol.
