Abstract/Summary

Barangay Anabu II-E is a local government unit (LGU) in Imus City, Cavite aiming to safeguard the welfare, safety, and health of its estimated 900 households. In conformity with their organizational goal, the LGU developed a Responsible Pet Ownership (RPO) project to raise awareness on RPO, rabies and other animal-caused diseases, as well as to protect and secure the community from harm. Despite the project being actively implemented.since 2013, the success rate for accomplished desired behavior has been extremely low. The previous RPO messages that were disseminated by the LGU were unsuccessful in influencing the perceptions of Barangay Anabu II-E Pet Owners to comto ply with the project. To address this issue, a Strategic Communications Plan was designed to aid the local government unit in implementing their RPO through using gain-oriented Message Framing from Rothman and Salovey (1997) in crafting and communicating key messages about RPO, and incorporating the messages in different activities directed to the Barangay residents. The Strategic Communications Plan includes a separate communicatin manual for use of the Barangay Officials, the plan for the executed communication training, and the plan for the Barangay activities.
