Abstract/Summary

The garbage collection guidelines that are given by Barangay Greenhills to the residents of Northeast Greenhills is communicated through a circular. Through a messenger, the barangay sends out the circular by putting them in the mailboxes of residents wherein some are not able to receive it, while others misinterpret its message. With this, the barangay is unable to properly communicate the garbage collection guidelines to the residents causing them not to follow, which leads to residents complaining about garbage piling up.
Guided by the Process Model Approach of Operationalizing Sakeholder Engagement by Lane and Devin (2017), our audit revealed that there is poor engagement between the barangay and the residents which means that there is no clear strategy of engagement done by the barangay in communicating the garbage collection guidelines.
A face to face dialogue between the Clean and Green committee members of the barangay and the residents was done through an open forum event. This allows the residents to voice out their opinions regarding waste management, and for both parties to be able to reach a unified understanding about the garbage collection guidelines. In addition, the open forum event is also an avenue for the residents to clarify misinterpreted messages in the guidelines. Overall, the event [aves tje way for a stronger engagement between the barangay and the residents in communicating better the garbage collection guidelines. Moreover, the garbage collection kits composed of waste management guidelines given to the residents who attend the event helps in addressing the misintepretation of the residents.
Based on the findings of this paper, the researchers recommend more open forum events not only for one village, but for all villages withing the barangay to address more concerns regarding garbage collection guidelines. Also, a separate open forum event for commercial establishments and condominiums should be held to help address their specific concerns regarding their circumstances. Open forum events could be a way to get the opinios and comments of the residents regarding other issues to sustain repeated communication and engagement with the community.
