The National Kids Online Survey examined how Filipino children aged 9 to 17 access and use the internet, the opportunities and risks they encounter online, their digital and safety practices, and the role of parents and caregivers in guiding their internet use. Designed within the Global Kids Online research framework, the project employed a mixed-method approach combining a nationwide household survey with focus group discussions and key informant interviews. The survey covered children who used the internet and one parent or caregiver familiar with each child’s internet use. A total of 1,989 households participated, with 1,873 validated records included in the final analysis. The qualitative component included consultations with children, parents, local stakeholders, and groups such as Indigenous children, children in street situations, children left behind by overseas Filipino workers, children in conflict-affected areas, children with disabilities, out-of-school youth, and members of the LGBT community.

The findings documented both the benefits of internet use and children’s exposure to online risks, including unwanted sexual content and contact, cyberbullying, potentially harmful user-generated content, and other negative experiences. The study also examined children’s responses to online harm, help-seeking practices, digital skills, and sources of support. It recommended a national information and communications technology policy for education, stronger digital literacy and online safety education, enhanced parental and peer support, greater accountability among internet service providers and technology platforms, sustained evidence generation, and the establishment of a child sexual abuse material hotline and a separate helpline. The study emphasized that children should participate meaningfully in the development of policies and programs affecting their online lives.

About the Project

The National Kids Online Survey was conducted by the Social Development Research Center of De La Salle University in partnership with the Department of Social Welfare and Development–Inter-Agency Council Against Child Pornography and UNICEF Philippines. The project was led by Rhoderick V. Nuncio, together with Rechel G. Arcilla, Myla M. Arcinas, and Arnulfo P. Azcarraga. The team was supported by Project Coordinator Klarizze Y. Valdoria and Administrative Assistant Relly P. Limliman. The study formed part of the Global Kids Online initiative and generated national evidence to support policies and programs promoting children’s rights, opportunities, safety, and well-being in the digital environment.
