Description
This policy brief presents findings from the 2024–2025 process evaluation of telemedicine implementation in the delivery of individual-based health services in the Philippines. Guided by the Organisation for Economic Co-operation and Development–Development Assistance Committee evaluation criteria and the World Health Organization health-system building blocks, the evaluation used policy and document reviews, key informant interviews, focus group discussions, and provider and patient surveys. The findings show that telemedicine remains relevant and can reduce travel and waiting times, improve continuity of care, and decongest health facilities. However, formal implementation remains limited and uneven. Many providers rely on commercial messaging and video platforms that lack adequate safeguards for consent, documentation, prescribing, privacy, and data security. Infrastructure limitations, fragmented training, uncertain financing, inequitable access, and weak monitoring further constrain sustainability. The brief recommends modernizing the regulatory framework, investing in secure platforms and connectivity, establishing sustainable financing arrangements, developing standardized training and certification, and strengthening monitoring and inclusive service models.
