Abstract
East Asia has been rapidly expanding its trade; and sustaining 'this grt1wth will depend on its rapidly increasing market demand. high savings rate, and investments in human capital. Because trade has been an engine of growth in several economies in the region, the Philippines can learn how these successful economies in the region used human resource development (HRD) to expand trade and promote inclusive growth. In this light. the crafting of the ..j{RD framework of the Philippines should consider the need to have more adaptable human resources and institutions to keep pace with the fast developments in the region and the global marker. Hence, the role of government, public-private sector partnership, and the regulatory framework that will promote the development of adaptable human resources for domestic and overseas employment in the midst of globali:::ation were taken into account. Likewise, the role of regulatory regime on the private sector's provision of education and on the promotion of public-private partnerships on HRD in the Philippines: the importance of private-public sector partnership on HRD in enhancing trade and promoting inclusive growth; and the establishment of a rational, comprehensive and effective HRD policy framework that is consistent with the enhancement of trade and promoting inclusive growth were assessed
