Abstract

Even with the best planning and management, some industrial accidents and environmental emergencies will continue to occur in industrial clusters. The high density of operations within an industrial estate (IE) makes it a higher risk area. Preventing the occurrence of industrial accidents for the protection of the public, the workers and the environment must be an IE first priority. The United Nations Environment Programme APELL is designed to prevent such accidents from happening and to reduce their impacts should they occur.
APELL Program should be applied to the environmental management of IE. APELL creates awareness of risks inside and outside IE and initiates measures for risk reduction and mitigation. This is achieved through the creation of a platform for risk communication and emergency response co-ordination. IE already implement various strategies in the environmental management. When integrated into the management of industrial estates, APELL complements these strategies aiming accident prevention and reduction of environmental impacts.
