Abstract
The critical issues on total quality management (TQM) as applied to education were provided reform efforts over time. A qualitative case study was employed through focus group discussions with three groups of stakeholder respondents of a higher education in the Philippine setting using Baldrige Model as an assessment tool. This paper highlights the student-customer and workforce foci in the process and results elements of the model. Content analysis of the Baldrige Model and local quality assessment tools was also performed using NVivo. Implications of this study for education industry focused on the evaluation of the elements of process performance that are linked with results performance. This study proposes a unified quality framework for higher education institutions grounded from the famous quality award model centralizing on the evaluation of the process criteria with emphasis on customer focus (students) and workforce focus (faculty) that impact education organization's outcome performance.
