Abstract (English)

The Philippine educational system is in crisis. The Second Congressional Education Commission (EDCOM II) Year II Report, in its preface, made this pronouncement in its recently concluded report. In its Year I report, EDCOM II recognizes that all stakeholders, from policymakers to community members, play a pivotal role in addressing the crisis. Under the Local Government Code, the Local School Board (LSB) warrants the active involvement of local stakeholders. An efficient, effective, equitable, and quality education that encompasses skills, knowledge, and attitudes linked to national educational goals is the responsibility of all stakeholders. This research primarily examined the extent of stakeholder involvement in the local school board. The study compared cases of local school boards from a highly urbanized city, a component city, and a municipality. This also identified the factors or practices that facilitate or deter stakeholder engagement. LSB's role in disbursing the Special Education Fund was also looked into. Through document analysis and in-depth interviews, we develop practices and policies to improve education at the local level. Finally, the research assessed how LSBs have contributed to the quality of education in select local government units. Ultimately, while there were prior studies on the involvement of stakeholders in education, the paper filled in the knowledge gap on how stakeholders’ active engagement in the local school board improved basic services for education at the local level and contributed to the theory building and policy recommendation in the future conduct of stakeholder engagement in a local school board context.

Ang sistemang pang-edukasyon sa Pilipinas ay nasa krisis. Ito ang pahayag ng Second Congressional Education Commission (EDCOM II) sa kanilang Year II Report, ayon sa pambungad ng kanilang pinakahuling ulat. Sa kanilang Year I Report, kinilala ng EDCOM II na lahat ng mga katuwang—mula sa mga gumagawa ng patakaran hanggang sa mga kasapi ng komunidad—ay may mahalagang papel sa pagtugon sa krisis na ito. Ayon sa Local Government Code, ang Local School Board (LSB) ay nagbibigay-daan sa aktibong pakikilahok ng mga lokal na stakeholder. Ang pagkakaroon ng episyente, epektibo, patas, at de-kalidad na edukasyon na sumasaklaw sa mga kasanayan, kaalaman, at pag-uugaling nakaayon sa pambansang layunin ng edukasyon ay pananagutan ng lahat ng stakeholder.

Pangunahing sinuri ng pananaliksik na ito ang antas ng pakikilahok ng mga stakeholder sa Local School Board. Ikinumpara sa pag-aaral ang mga kaso ng LSB sa isang highly urbanized city, isang component city, at isang munisipalidad. Natukoy din dito ang mga salik o gawi na nakatutulong o nakahahadlang sa aktibong partisipasyon ng mga stakeholder. Sinuri rin ang papel ng LSB sa pamamahagi ng Special Education Fund (SEF). Sa pamamagitan ng pagsusuri ng mga dokumento at malalalim na panayam, nabuo ang mga mungkahing praktis at patakaran upang mapabuti ang edukasyon sa lokal na antas.

Sa huli, tinasa ng pag-aaral kung paano nakapag-ambag ang mga LSB sa pagpapabuti ng kalidad ng edukasyon sa piling local government units (LGUs). Bagaman may mga naunang pag-aaral tungkol sa partisipasyon ng mga stakeholder sa edukasyon, pinunan ng papel na ito ang kakulangan sa kaalaman kung paanong ang aktibong pakikilahok ng mga stakeholder sa LSB ay nakapagpahusay sa mga pangunahing serbisyong pang-edukasyon sa lokal na antas at nakapag-ambag sa pagbuo ng teorya at mga rekomendasyong pampatakaran para sa mga susunod na inisyatiba ng stakeholder engagement sa konteksto ng local school board.
