Abstract (English)
The Pasig Urban Settlements Office (PUSO) is an office under the Local Government of Pasig City responsible for overseeing public housing initiatives to support informal settlers and low-income families. This study examines PUSO’s current communication strategies on Informal Settler Families (ISFs), specifically those residing in danger zones (DZs). For PUSO to achieve its goal of fully resettling ISFs out of DZs, proper communication strategies should be deployed before and during the relocation process to frame the need of moving ISFs to government-mandated vertical housing (VH). The identified Organizational Communication problems are the inadequate communication processes and the ineffective description of organizational realities (process of framing), before and during the relocation process of ISFs in DZs. PUSO’s lack of consistency and clarity in messaging is attributed to the nature of communication with ISFs and the lack of both internal and external materials to help guide the process, which lead to doubts and confusion among ISFs.
Guided by Entman’s (1993) Framing Theory, Freeman’s (2010) Problems and Solutions Frames and Dewulf’s (2009) Interactional Framing, the researchers propose to create (1) two external booklets for ISFs and (2) a PUSO Orientation Kit for organizational members, which includes two event tarpaulins, one presentation template, and an internal communication manual that contains the organization’s framing on relocation to support consistency and clarity in the messaging between PUSO and the ISFs in DZs.
