Abstract/Summary

This case study was conducted to investigate how the implementation of the four priority thrusts of the Daughters of Charity Philippine Province for the school year 2009-2010 among its three schools in Metro Manila having a Basic Education Department happened. Each school was treated a distinct case and was coded to conceal its identity. Varied data gathering techniques were employed such as interview, documentary analysis, focus group discussion, and on-site observations. This study made use of qualitative case study method. The transcription of the responses from the interview with the school principals, and the FGD with the mid-level administrators, and the faculty was analyzed enabling the researcher to extract new concepts and ideas. These data were coded for emergent concepts then they were organized in categories to finally identify their corresponding themes. The researcher chose the principals, mid-level administrators, and faculty as participants in the study because from them, the efforts done in the implementation can be gauged as they are the key players in decision making and execution of plans. They were selected using purposive sampling to ensure that the sample obtained is uniquely suited to the intent of the study.

The triangulation method of data analysis, the reviewed literature/ studies, and the researcher’s own analysis were combined to come up with solutions to the problems in a scientific manner utilizing the case study approach. It was noteworthy, that all three cases recognized leadership as an important role in the implementation of the priority thrust of the DC Province. The data revealed that the different roles school leaders performed facilitated the implementation. All three cases identified the factors that influenced the success in the implementation of the priority thrusts like role of the leader, program monitoring, formation of committees, and cascading in the development plan. Likewise, contributory to the implementation are the positive attitudes like creativity, support, and commitment. While all three cases acknowledged the factors that influenced the success in the implementation but they vary in degree and extent. The researcher proposed an action plan for a continuous and effective implementation of the priority thrusts. This crafted intervention as output of this study will hopefully enhance the implementation process for the remaining three years.
