Abstract/Summary

This study was concept out of the emerging social demand to improve the lot of the workingman. A part of national development which has affected the different fields of endeavor, including education is the imperative to harmonize the policy of Catholic education in modernizing societies with educating the individual for a fruitful and meaningful life in the secular city and for the hereafter. The concern for the temporal welfare of man jibes with the philosophy of parochial schools today in the light of Vatican II. Faculty members form part of the working class, challenged by socio-economic exigencies, in spite of the nature of their work. Their status also calls for betterment against the backdrop of an increasingly complex life in the metropolis.

The study, then, attempts to inquire into the conditions of work of principals and teachers on the legal and social dimensions. To achieve the purpose, inquiry was undertaken on selected work standards or management problems as the principals and teachers perceived them in their respective schools. Knowledge of the extent of compliance with legally required or socially demanded work conditions was deemed essential in preferring recommendations that could lead to the uplift of employment.

Based on the normative survey, a questionnaire which raised questions in the major areas of research was distributed out to the principals and the teachers at the elementary level of parochial schools in North and South Manila. Gathering of primary data was conducted in the school year 1977-1978. The nineteen principals of the parochial schools responded to the survey. Out of the possible 704 teachers during the schools year, only 580 returned the questionnaire.

Based on the findings, conclusions drawn are: 1) Work hours were not used optimally by the management of parochial schools. 2) Rest periods were generally sufficient although there was still plenty of room for improvement of the work standards. 3) The law on wages was complied with in the whole, but the compliance did not go way beyond the minimum for greater economic returns. 4) Income and non-income benefits were very inadequate supplements for a large social base. 5) Legal requirements on health and safety were fulfilled. 6) Facilities were inadequate. 7) Faculty development was not given much attention by the schools and 8) Morale-building was maintained very unsatisfactorily.
