Human health and economic benefit of reduction in PM2.5 emissions: A comparative study between Maysan, Valenzuela, Concepcion Pequeña, Naga City, and Malate, Manila

Abstract/Summary

The three types of Particulate Matter, PM0.1, PM2.5, and PM10 are inhalable particles with diameters 0.1om, 2.5om, and 10om, respectively. These are small enough to infiltrate the respiratory system and lead to short and long-term health effects (U.S. EPA, 2016).
This study uses the program Economic Benefits Mapping and Analysis Program – Community Edition (BenMAP-CE) to estimate the avoidable hospital admissions for Congestive Heart Failure and avoidable work loss days in Malate, Manila, Maysan, Valenzuela, and Concepcion Pequeña, Naga due to a reduction in PM2.5 emissions.

There are 5 scenarios that were run in the program. These are the 25%, 50%, 75%, and 100% PM2.5 cutbacks.

For the comparison of the avoidable hospital admissions for Congestive Heart Failure in the three locations, Maysan, Valenzuela has the lowest avoidable hospital admissions, Concepcion Pequeña, Naga is second, while Malate, Manila has the highest incidence from 25% to 100% cutback. However, Concepcion Pequeña, Naga has the lowest economic benefit, while Maysan, Valenzuela is higher compared to the latter but still lower than Malate, Manila from 25% to 100% cutback.

For the avoidable work loss days, Concepcion Pequeña, Naga has the lowest avoidable absences, Maysan, Valenzuela is higher while Malate, Manila has the highest from 25% to 100% cutback. Similarly, the economic benefit for Concepcion Pequeña, Naga is the lowest among the three, Maysan, Valenzuela is second and Malate, Manila has the highest economic benefit from 25% to 100% cutback.

The beta parameters used for the study are from the epidemiological studies done by the U.S. EPA and pre-loaded into BenMAP-CE. The results would be better should the beta parameters are from the Philippines. It is recommended to have an epidemiological study in the Philippines since there are none in the country.
