Abstract/Summary
This paper formalizes the method of generating projective planes using difference sets. It establishes a proof on a necessary and sufficient condition for a projective plane to exist through difference sets using Hall's theorem on cyclic block designs. This condition is then used to formulate an algorithm on the construction of finite projective planes. Furthermore, affine planes are also generated from projective planes of the same order using the algorithm and the embedding theorem.
