Abstract/Summary

At the stage we have now reached, the time study officer has completed his observations at the workplace and has returned to the office with the records of this study. The records include his notes taken from the interview of the workers involved in the study and from consultation which the foreman, supervisor or other management representatives as well as the points taken up during the pre-study meeting. In most cases, the officer has, by now a picture in his mind of the situation in the plant which includes the problem or the issue surrounding the output rater, the management policy relative to the rates in question, the workers' attitude towards the systems of payment, the implementation of the provisions of the CBA (if any) pertaining to the rate, etc. The interviews and consultations which are mostly informal have likewise revealed information regarding the company production or market and the union's activities which may have a bearing on the problematic standards or rates.

From the familiarization tour of the plant, he has notes on the working environment, the work processor, the technical terms being used in the job activities and other factors all of which be useful in the presentation of the summary."
