Abstract/Summary

Persons with disabilities are part of our society. We recognize that these persons require a special treatment due to their impairments. No other than the United Nations organization has formulated a Convention on the Rights of Persons with Disabilities recognizing that the disabled persons worldwide experience disadvantages due to the discrimination they face on a daily basis. The Philippines is a party to the convention and has complied with the implementation of laws to protect these persons through several laws. One of the laws passed was the Magna Carta of the Disabled Persons which contains the basic principles that should guide the pubic in dealing with the issues faced by these persons. Pursuant to the law, special benefits are provided to the PWDs in the form of discounts and other privileges.

These benefits, however, are mostly unknown to the intended beneficiaries due to the ineffective means of communication and possibly lack of funds of the government. Luckily, there are non-government organizations to aid the government in reaching its goals. The Leonard Cheshire Disability Foundations, Inc. (LCDPFI) is a good example of a non-government organization established to aid the government and specifically cater to the needs of PWDs.

One of the main program of the LCDPFI is the PWD ID awareness campaign entitled May PWD ID Ako, Kasali Ako. The campaign is implemented by one of its core groups, the Young Voices. The organization has initially conducted its awareness campaign through personal interactions with its intended audience in hospitals, schools and in a special home

that houses PWDs. The awareness campaign, however, was shown to be ineffective and lacking due to its limited scope and ineffective communications strategy.

Based on the profile of the organization and its intended audience, this study deal with the effectiveness of using a personal-based or face-to-face approach in promoting awareness of the PWD ID. A door-to-door approach was conducted by the group to cater to the special needs of the PWDs as a better approach to relay the communication effectively. An evaluation of the approach is then made by requiring the PWDs to answer a survey on the program.
