Abstract/Summary

This study introduces a license plate and road violations recorder system in EDSA using image processing. Due to the shortage of human resources, it's impossible to record violations committed by buses. The researchers makes use of OPENCV library and Python language to implement a system than can detect buses while recording the violations committed like number coding, out-of-lane violation, smoke belching and overstaying. The researchers was able to get an accuracy of 95.08% with an MCC of 0.64 in bus detection The system was able to detect 79% of license plates while having a 100% detection in out-of-lane violation if the bus is successfully detected. The system was also able to detect smoke belching vehicles 95% of the time. In terms of overstaying, the system was able to detect the overstaying with less than 2% percent difference to the actual time the buses stays in the bus stop.
