Abstract/Executive Summary
This study explores the role of the Sangguniang Kabataan (SK) in fostering youth leadership, participatory governance, and community development in Barangays 20 and 22, Sarrat, Ilocos Norte. Rooted in Republic Act No. 10742, the SK serves as a platform for empowering young Filipinos to contribute to society. The research assesses the impact of SK-led initiatives in leadership, education, and community service, while identifying challenges and evaluating collaborations with local organizations. A qualitative design was employed using open-ended questionnaires with SK officials and Katipunan ng Kabataan (KK) members. Data was analyzed through thematic analysis, revealing key themes: leadership development, civic engagement, youth empowerment, and collaborative governance. Findings show that SK contributes to community development by organizing leadership seminars, clean-up drives, community gardening, sports tournaments, and educational assistance. These promote youth involvement, enhance decision-making, and address issues like poverty, mental health, and educational inequality. However, challenges persist, including limited budgets, bureaucratic requirements, and low youth engagement, which hinder implementation. Despite these obstacles, the study highlights the importance of partnerships with schools, NGOs, and civic groups such as the Red Cross Youth Council to expand the reach and impact of SK programs. By improving communication, leadership training, and inclusive planning, SK can continue to strengthen its role as a transformative force in local governance. The findings offer valuable insights for policymakers, local leaders, and youth advocates aiming to optimize youth participation in nation-building.
