Abstract

The National Economic Development Authority (NEDA) reported the incidence of poverty in the rural areas in 1985 to be about 62 percent. This means that 34 million people out of 56 million were below the poverty line, that is, they had a per-capita income of less than P3759. Sixty-seven percent of all poor families were in the rural areas, and 64 percent of all rural families wewre poor. The majority of the poorest of the poor (defined as the lowest 30 percent in terms of income) lived in the rural areas and were engaged in agricultural activities. Disparity in rural income was also wide: the top 20 percent of the rural population had 46 percent of the rural income, while the bottom 30 percent received only 12 percent, according to a 1988 World Bank report.
