Abstract

This paper aims to cover the aspects of improvements in access to markets, enhanced policy space and recognition of the inherent disadvantages of an Asian developing country like the Philippines in order to maximize the opportunities presented by the General Agreement on Trade in Services (GATS).

Consequentially, this paper: (1) provides an overview of commitments on Mode 4 in the GATS schedules and an analysis of proposals, both general and sectoral, for the negotiation of further commitments relating to the movement of persons; (2) provides a general Asian overview and the Philippine perspective on the following: [a] movement of natural persons in specific sectors or occupations and its role in the economy and employment opportunities; [b] sectors of export interest where the movement of persons is essential to the export; [c] barriers facing the movement of persons; and [d] opportunities and downsides of the movement of natural persons; (3) suggests actions at the national level to enhance the positive aspects of movement of natural persons especially in channeling benefits towards human development and to mitigate the negative effects.
