Abstract

THOSE who are comfortable with the society as it is will frown at slippages from normal standards to which they have grown accustomed. On the other hand, those who engineered the transition will strain at the leash to quickly secure social gains they believe essential. Both will exert pressures and expect results. This is broadly what is happening around us now. But results are wrought by managers-administrators, bureaucrats, executives, professionals who make it their business to convert decisions into action. So they are likely today to be pushed in two very different directions. They are also likely to find themselves made the whipping boys, converted overnight from heroes to near- villains. But they are certain, if they are replaced, to find bitter joy in a similar fate overtaking their successors in time. This too, some say, is what is happening now.
