Abstract
© IEOM Society International. The Philippine governmental structure is divided into four levels such as national, provincial, municipal and barangay. Being the basic political unit in the country, the assessment of disaster preparedness and mitigation at barangay level is vital in the performance management of the local government. Disasters are also health emergencies and the role of the healthcare system is very crucial. This paper aims to provide an emphasis on the design of survey to evaluate healthcare resiliency of barangays using the Fuzzy Analytic Hierarchy methodology. The survey design is tested in one of the barangays in the country and serves as a model to determine the factors that need to be prioritized for establishing health resilient programs in other barangays.
