Abstract
The development of ecolabelling product criteria for twenty product categories is one of the deliverables of Clean and Green Foundation, Inc. to the Bureau of Product Standards under the Department of Trade and Industry (BPS-DTI). The ecolabelllng product criteria development project will develop sixteen (16) new product categories, continuation of two (2) Technical Committee Draft Criteria and revision of two (2) existing GCP product categories. The aim of the project is to build up the database of product criteria which is critical to achieve the goal of the National Ecolabelllng Program - Green Choice Philippines (NELP-GCP) to establish specifications and requirements of environmentally advantageous products and services and to create a critical mass of ecolabelted products as per Executive Order 301: Establishing a Green Procurement Program for all Departments, Bureaus, Offices and Agencies of the Executive Branch of Government. The intention of the Department of Budget and Management - Procurement Service (DBM-PS) to implement Green Procurement strengthens this necessity. On 06 February 2008, GCP secretariat and consultants had a consultation meeting with Dir. Estanislao Granados of Procurement Service of the Department of Budget and Management, to detennine which products would be considered a priority in developing product criteria. From the consultation meeting, lnfonnation and Communication Technology (ICT) products, Soap and Detergent, office supplies and automotive service are the products and services that were identified as priority product categories. There were nine (9) ICT products, two (2) soap and detergent, four (4) office supplies product and one (1) automotive service. The development of the product criteria for twenty (20) product categories is guided by procedure of the ISO 14024 - Guiding Principles and Procedures (Ecolabelling). The initial studies conducted were based from the market stud'y, product life cycle, and studies from the Global Ecolabelling Network (GEN). The Terminal Report shall describe the accomplishments completed, challenges encountered, and the conclusions and recommendations. It shall also detail all the activities undertaken.
