Abstract
There are places that have to be excluded from the cellular coverage, or must have null coverage. These places do not have to implement drastic steps, like the confiscation of mobile phones, to ensure that mobile phones will not cause disruptions. Null coverage must be implemented while the users are still physically holding on to their mobile phones. This can be achieved using a two-tier system where a large-size cell overlays small-sized cells. A small-sized cell can be covered by a portable base station so that the phone identification numbers of users within the cell are stored in a location management database. Once stored, the user will have limited privileges while within the cell. However, the user can have all the privileges the network can provide once outside the cell.
