Abstract

This paper focuses on effective anti-corruption policies, especially by discussing 1 a new strategy, which employs monitoring system as an anti-corruption method. In this paper, the author reviews various preexisted anti-corruption policies used by previous regimes, and analyses problems of those policies. In particular, the author considers various aspects concerning the anti-corruption policies using the monitoring system : the construction and the concept of the monitoring system, the detailed process of constructing the monitoring system, the environmental conditions of the monitoring system. and the practical aspects concerning the application of the monitoring system. Furthermore, the author recommends a new anti-corruption strategy, which can be applied to the future society in Korea. Finally, the author concludes that the monitoring system could be an efficient and effective tool for anti-corruption policy, especially in the pluralist future society.
