Abstract
The paper discusses the proposed project of the Marcos administration in the ‘70s—the Chico River Hydroelectric Dam Project—which could affect Chico River Valley and its surrounding communities. This project was strongly opposed by the ethnic groups who lived in the area and they communicated their sentiments to the government. The ethnic groups decided to defend their rights over their ancestral lands and consolidated their efforts under the leadership of Macli-ing Dulag. The dam project did not push through after the tribal leader was slain, purportedly because of his staunch opposition to it.
