Abstract

Crucial decision-making processes in an organization prompt the participation of key stakeholders whose interests are diverse, often competing. With such an array of competing interests, it becomes highly necessary to strike a balance in its midst to ensure that the individual interests are considerably met. A clear manifestation of a well-balanced decision-making process leaves stakeholders satisficed. In other words, solutions generated with respect to the competing nature of stakeholder interests are suboptimal yet acceptable. To ensure that diverse interests of multiple stakeholders are balanced, this paper introduces an integer linear programming model which aims to minimize the deviation of system performance targets as representations of stakeholder interests. Such a model further demonstrates the extent to which stakeholders must relax their respective system performance targets in order to correspondingly accommodate other stakeholder interests. At a larger scope, the proposed model serves as an auxiliary tool to aid in multiple criteria decision-making which can also be implemented in other management problem areas involving diverse and competing interests of multiple stakeholders. In this work, the proposed model is illustrated via a hypothetical case of post-departure aircraft rerouting problem. This case study centers on selecting the most viable alternate route with respect to the interests of stakeholders in terms of safety, operational costs, utilization of routes, and total delays.
