Abstract
This paper focuses on the different issues that confront the upland agriculture sector in the Philippines. It analyzes the impacts of State policies and programs in agriculture and in natural resources vis-a-vis the upland agriculture sector, and evaluates these in the light of how such issues enable or retard the attainment of the Agriculture and Fisheries Modernization Act (AFMA) goals namely poverty alleviation, agricultural sustainability, and global competitiveness. The paper points out certain flaws in the governance mechanisms of the uplands for agricultural purposes, where territorial and jurisdictional issues between the agriculture and the environmental natural resources (ENR) sectors exist, and where the real value of upland agriculture and its contribution to the national economy is not adequately measures. Thus, creative and innovative solutions are required in the form of key policy interventions to enable the Philippine uplands to become a template upon which the agenda of poverty alleviation, sustainable agriculture, and global competitiveness can be realized. This would require changing both policies and practices.
