Abstract
With the commencement of the Duterte Administration, the Philippines has adopted an ‘Independent Foreign Policy’. The current administration’s pursuit to such policy includes the implementation of its three major tenets: (1) decrease dependence from the United States, (2) revisit and further the bilateral relations with China, and (3) increase engagements with non- traditional partners such as Russia, Brazil, and India (Sta. Romana, 2017). Relative to this research study, the administration is also aimed at rekindling and revitalizing its relations with China through continuous engagements, and are consisted of multifaceted negotiations between the two states. Advancing the Philippines-China Relations requires an adept strategy to effectively transform issue-areas into mutually beneficial agreements. Thus, this study aimed to provide a well-grounded and strategic roadmap for forging improved relations with China by determining the appropriate negotiation strategies to be employed along with the significant tactics and techniques, the gaps to be filled, and the opportunities that may be fostered in the following aspects a) diplomatic affairs, b) military and defense relations, and c) trade and investments. This research study was made feasible through conducting an in-depth review and analysis of related literature, government data and policy papers, and key informant interviews (KIIs) with relevant individuals from the fields of academe, government, and think tank. The KIIs, with its transcriptions attached in this research study, was undertaken in order to theoretically and experientially substantiate and supplement the analyzation of the literature, government data, and policy papers. The findings of the research covered negotiation strategies, specifically the Positional Bargaining Strategy and Principled Strategy, that are employable into the negotiation processes of multifaceted agreements of the Philippines with China, highly taking into consideration of the negotiation tactics and techniques which were found out through the KIIs such as Quiet Diplomacy; Strategic Diplomacy; Multilateral Approach; State Assertiveness; and Separation of Issues, and which were gathered from literature review such as Fait Accompli; Stretch-out; Brinkmanship; Concession & Compromise; Threat; and Deadlock. Challenges into the negotiation processes and the deeper engagement of the Philippines with China may arise and encounter in its pursuit of deepened relations in domestic, economic, and strategic aspects, and in maintaining equally congruous relations with both traditional and non-traditional partners. Prospects in the forms of agreements, cooperation, and partnerships may be ensued in the aspects of diplomatic affairs, military and defense relations, and trade and investments. In addition, opportunities are also expected to emerge in the other areas of the relations such as people-to-people exchanges and science and technology.
