Abstract
In 2000, a number of countries committed to reduce poverty, promote gender equality, and improve their citizens' welfare through the eight Millennium Development Goals (MDGs) to be achieved by 2015. The Philippine government has implemented policies and programs that are geared towards these goals. However, the country's progress in attaining each goal varies depending on the priority it has given. As the 2015 deadline approaches, it is imperative that the government accelerate its efforts in attaining the goals that it is less likely to achieve. The Asian Development Bank (ADB) identified several Millennium Development Goals (MDGs) that are less likely to be achieved since the progress on these areas are quite slow. As such, there is a need to find a policy where the government can allocate its funds that will generate the maximum impact on its progress in achieving these MDGs. This study aims to show that there is a need for government to invest in maternal and reproductive health programs, which will lead to an improvement in progress of achieving the other MDGs, through the applying the generalized method of moments technique on microeconomic and macroeconomic indicators. Results show that there is evidence that the country can expedite its progress in attaing the MDGs through implementing the Reproductive Health Bill. Government should inform the public on the contents of the bill in order to gain the public's support.
