Abstract

The performance of cities is monitored and evaluated closely because of the important role they play in the development and growth of countries. This study investigates how the allocation of resources into expenditure items impacts on the growth of internally generated local revenues of Bacolod City. Using horizontal and vertical analysis, we analyze the composition and growth of the revenues and expenditures of Bacolod City, during the period 01 December 2005 to 31 December 2013, when this highly urbanized city was included among the most competitive cities in the Philippines. This study provides valuable information on the financial management practices of a top performing highly urbanized city in the Philippines
