Abstract
The De La Salle University's commitment to pursue its strategic direction for 2011-2016 on "scholarship of engagement" challenges the Center for Social Concern and Action being DLSU's social development arm to take a pro-active role in pursuing social development. In the same token, what provides vitality to pursuing this goal is how the DLSU, and COSCA in particular, being the latter's social development arm respond pro-actively to the needs of the poor - be it community engagement, service learning or direct community service. To maintain the proactive role it plays in development work, it is imperative to revisit the COSCA-Community Engagement initiative in Lian, Batangas. The evaluation sought to identify the gap/s in the implementation of the coastal resource management program and determine the potential for mobilization resources to further support needed interventions - that is enhancing the capacities of people's organizations and eventually empowering them through training and other capability building interventions.
