Abstract
This paper presents an alternative methodology using rough set theory in the evaluation of power generation options. The rough decision rules are obtained from an expert panel and are subsequently utilized to develop a rule-based model which makes use of a two-step procedure of Pareto optimality screening and rough decision rule matching. The model encapsulates the environmental concerns and the knowledge of the experts and can thus rank and evaluate new technologies based on the arguments used in the evaluation of old technologies. The most significant criteria identified were global warming potential and oil resource consumption.
