Ceniza Professorial Chair in Analytic Philosophy "Healthcare Provision: A Moral Imperative for Governments”

The lecture examines the philosophical foundation of the moral duty of governments to provide healthcare to their people. Through this examination, the lecture intends to clarify the scope of the said duty and, consequently, the extent in which a government may be held morally accountable for failing to satisfy what this duty requires. The perspectives justifying healthcare provision as a moral duty and governments as moral agents are first examined. After which, the constraints of this moral duty are identified. The moral status of the duty of healthcare provision is justified using moral principles promoting the values of welfare maximization and equal opportunity; whereas the moral agency of governments is justified using modern theories of collective intentionality.
