Abstract (English)
Health governance in the Philippines has introduced various programs and implemented several policies. However, cases of non-communicable diseases (NCDs) among Filipino adolescents continue to increase, specifically obesity, type II diabetes mellitus (T2DM), and major depressive disorder. This study aims to evaluate the current health governance system in the Philippines using the Institutional Analysis and Development (IAD) framework. The study will identify the factors affecting the implementation of policies and programs for preventing and controlling NCDs.
In conducting this study, numerical data and health policies and programs were reviewed and analyzed. Alongside this, key informant interviews were also conducted with experts on public health from government agencies, non-government organizations, and academic institutions. The data was analyzed by identifying common themes. Findings revealed key actors' influence and interactions on the current policy-making and implementation. Current policies and community attributes also contributed significantly to preventing and controlling NCDs. The study also identified several gaps traced to the health sector's devolution. The application of the IAD framework to dissect the current health governance system of the Philippines has displayed several issues that key actors should address to prevent and control the prevalence of obesity, T2DM, and major depressive disorder among Filipino adolescents.

Iba't ibang programa at batas na ang naipatupad sa Pilipinas ukol sa health governance. Gayunpaman, patuloy na tumataas ang mga kaso ng non-communicable diseases (NCDs) sa mga kabataang Pilipino, partikular ang obesity, type II diabetes mellitus (T2DM), at major depressive disorder. Layunin ng pag-aaral na ito na suriin ang kasalukuyang health governance system sa Pilipinas gamit ang Institutional Analysis and Development (IAD) framework. Tutukuyin ng pag-aaral ang mga salik na nakaaapekto sa pagpapatupad ng mga BATAS at programang nakatuon sa pag-iwas at pag-pigil sa dumadaming kaso ng NCDs.
Sa pagsasagawa ng pag-aaral, sinuri ang mga datos, mga polisiya at mga programang pangkalusugan. Kasabay nito, nagsagawa rin ng key informant interviews kasama ang mga dalubhasa sa larangan ng public health mula sa mga ahensiya ng pamahalaan, non-government organizations, at mga unibersidad. Inanalisa ang datos sa pamamagitan ng pagtukoy sa mga karaniwang tema. Ipinakita ng mga natuklasan ang impluwensiya at interaksyon ng mga pangunahing aktor sa kasalukuyang paggawa at pagpapatupad ng mga polisiya. Malaki rin ang naging ambag ng kasalukuyang mga polisiya at katangian ng komunidad sa pag-iwas at pagkontrol ng NCDs.
Natukoy din ng pag-aaral ang ilang kakulangan na may kaugnayan sa debolusyon ng health sector. Ang paggamit ng IAD framework upang suriin ang kasalukuyang health governance system ng Pilipinas ay nagpakita ng ilang isyung kinakailangang tugunan ng mga pangunahing aktor upang maiwasan at makontrol ang paglaganap ng obesity, T2DM, at major depressive disorder sa mga kabataang Pilipino.
