Abstract/Summary

This action research addresses the establishment and execution of a capability-building roadmap, which was primarily absent for a start-up organization that is operating in three locations. Through the collaboration of the team members of the author and the engagement of their stakeholders, the issue was identified with the support of the inquiry tools explained and shown in the paper. In the process, the collaborators have surfaced that the company has no organization-wide functional capability building structure and approach, because of the nature of the organization that it is a start-up, and most of the teams- including the author’s team, systems and activities are new, it lacks comprehensive training strategy and streamlined approach when it comes to capability building, and there is no existing skills matrix.

Eventually, the issue and its manifestation were addressed using the action research tools, while heavily banking on the Capability Building Process by Marrelli, Tondora, Hoge (2005), Plan Do Check Act Cycle (Deming, 1950s) as the change management model, combined with the collaborators’ 5D Approach in training and development. Using the mentioned tools and theories, the collaborators were able to successfully determine the priority capabilities in the first cycle, while the development and delivery of interventions were focused during the second cycle.

Through the research, the collaborators were able to come up with a comprehensive capability-building roadmap and the author was able to design a skill prioritization framework or tool that can be shared with the interested users of this research.
