Abstract/Summary

Natural resources play an important role in the economic growth and development of a country. With this realization, various environmental protection laws were enacted specifically tailored to address the needs and demands of the Philippine natural resources. However, the success in implementing these laws does not lie solely with the national government. In fact, the country’s local government units bridge these gaps in enforcing environmental laws as found in this study. This study focuses on the Municipality of Lobo, Batangas for the reason that in the past years, it has taken the limelight with its pursuit in preserving its natural resources after its negative publicity back in year 2015 due to the environmental threat caused by MRL Gold mining. This study aims to identify the current and potential threats in the natural resources which are or may be confronted by the Municipality of Lobo, Batangas and in addition to that, to design and develop a framework that will assist the said municipality in enacting ordinances relating to natural resources.
