Abstract/Summary

The Civil Aviation Authority of the Philippines (CAAP) is the government agency in the Philippines responsible for the issuance of licenses to Pilots, Mechanics, and other aviation personnel engaged in the Philippines' aircraft operations. The Airman License Application has a total processing time of five working days for original/initial applications and four working days for renewal applications, as stated in the Licensing and Certification Department (LCD) Citizens Charter. The data gathered from 2018 to 2020 shows that the LCD has processed 23,538 license applications. At least 15.18% of the total application, or 3,573, are processed beyond the standard processing time in the citizen's charter. Out of the total 3,573 license applications processed beyond the standard processing time, 51.19% or 1,829 are original/initial applications, and 48.81% or 1,744 are renewal applications.

This study has used a why-why diagram to identify the root cause of the delay in the license application system. The identified root causes are.

  1. Manual review and document validation.
  2. Manual encoding of the applicant's personal and license information in Three Databases
  3. Erroneous Information of the Applicant's Personal and License Information.
  4. Manual signing and approval of license applications
  5. Manual transferring of files to other departments for review and approval.

This study will provide a solution to CAAP's labor-intensive license application processes using an improved Information System technology. The proposed solution is to utilize an Artificial Intelligence and Optical Character Recognition in the system, which can reduce the manual processes and redundancies in the license application system. The proposed system can quickly identify the application's completeness and correctly interpret the information in the submitted attached documents. The gathered information on the proposed system will be used to suggest to the personnel of CAAP if the application is complete. The proposed solution was run in a simulation, and the results show that the proposed system could reduce the completion time of the license application by at least 98.96% and the waiting time by at least 99.95%. By implementing an improved Personnel License Application system, the proposed system could process both the original/initial and renewal of license application within 0.17 days. In addition, the proposed system would lessen the applicant's waiting time and minimize, if not eliminate, the delays and errors made in the current licensing system.
