Abstract (English)
One of the Sustainable Development Goals (SDG), SDG 11, of the United Nations (UN) expounded on sustainable transport infrastructure leading to economic development. With the exposure of infrastructure projects in several challenges and risks, identification and prioritization of critical success factors (CSFs) play a vital role towards the success of these projects. This research has investigated on CSFs of the first underground railway system in the Philippines, the Metro Manila Subway Project (MMSP). With the challenges faced by this megaproject, this study has utilized a two-level Analytic Hierarchy Process (AHP) framework with the main criteria of PMBOK Knowledge Areas and the CSFs as the alternatives in the framework. In addition, this study has engaged with foreign experts strictly adhering to all three (3) criteria including more than 10 years of relevant experience, has stayed in one particular company for more than 10 years, and, must be at least 30 years of age. Whereas, it has been observed in the course of the study that there was an existing challenge in finding local experts that can adhere to all three (3) criteria, hence, the local expert group has followed a more permissive set of criteria. As a result of the study, the topmost CSFs included Design and Engineering, and Contractor’s Expertise, Experience, and Competence under the management of Quality towards the success of subway construction. Moreover, among the uppermost CSFs included Stakeholder Management and Coordination, and Land Readiness and Land Acquisition Matters through the management of Stakeholder. The consolidated decision-making by the expert groups has placed paramount importance on quality management as a key driver to success on subway construction. This study recommends improvement on tangible documents such as completeness of the drawings, improved public relations guidelines, and improved right-of-way guidelines on urban underground space development in developing countries. The novelty of this study has expounded on curating a priority list on subway construction analyzing the perspective of both foreign and local expert groups with valuable input on international joint venture cases on railway infrastructure in developing countries, such as the Philippines, through Official Development Assistance (ODA) funding like JICA.

Isa sa mga naging layunin ng Sustainable Development Goal, partikular ang SDG 11 ng United Nations, ay nagbibigay halaga patungkol sa pag-unlad ng ekonomiya sa pananatili ng mga imprastrakturang pang-transportasyon. Dahil sa mga hamon at posibilidad ng mga panganib sa mga ganitong proyekto, ang pagtukoy at pagbibigay ng priyoridad sa mga kritikal na salik ng tagumpay (critical success factors o CSF) ay may mahalagang papel patungo sa tagumpay ng mga proyektong ito. Sa pananaliksik na ito, sinuri ang mga CSF ng pinakaunang pang-ilalim na sistema ng riles sa Pilipinas, ang Metro Manila Subway Project (MMSP). Dahil sa mga hamon sa MMSP, ginamit sa pag-aaral na ito ang Analytic Hierarchy Process (AHP) framework kabilang ang pangunahing pamantayan ng PMBOK Knowledge Areas at ang mga CSF. Sa pag-aaral na ito, nakipag-ugnayan sa mga dayuhang eksperto na may mahigit na 10 taon ng katuturang karanasan, nanatili sa isang partikular na kumpanya na mahigit 10 taon, at hindi bababa sa 30 taong gulang. Kasama naman sa naobserbahan sa pag-uugnayan sa mga ekspertong lokal ang hamon sa paghahanap ng katulad na pamantayan ng mga dayuhang eksperto partikular sa pag-pananatili sa iisang kumpanya at haba ng katuturanang karanasan sa mga riles pangilalim. Bilang resulta, may pinakamataas na priyoridad ang disenyo at inhinyeriya, at kadalubhasaan ng mga kontratista para mapanatili ang pamamahala ng kalidad tungo sa tagumpany ng subway. Bukod ditto, kabilang din ang pamamahala at koordinasyon ng mga stakeholder, at kahandaan ng lupa para sa pagtatrabahuan ng mga kontratista. At pinagsamang desisyon ng mga eksperto naman ay may layunin mag bigay halaga sa pamamahala ng kaledad ng proyekta bilang pangunahing tagapagtaguyod ng tagumpay sa konstruksyon ng subway. Inirerekomenda mula resulta ng aral na ito, ang pagpapabuti ng mga nagsasalat na dokumento, pagkukumpleto ng disensyo at guhit, pagpapahusay ng alituntunin sa relasyong pang-publiko, at pagpapatibay ng mga alituntunin sa right-of-way bilang parte sa pag-uunlad ng ilalim ng lupa sa mga umuunlad na bansa. Ang pagiging bago ng pag-aaral na ito ay pagtuklas at pagbuo ng isang listahan ng mga priyoridad na CSF kasama ng pag-tukoy at pag-suri sa pananaw ng mga dayuhan and local na eksperto. Ang aral na ito ay may mahalagang kontribusyon sa pang-internasyonal na joint venture sa imprastraktura ng mga riles at sa pag-unlad ng mga bansa na katulad ng Pilipinas sa tulong ng pondo mula sa OfficialDevelopment Assistance (ODA) tulad ng JICA.
