Abstract (English)

This practicum focused on strengthening construction schedule management in DPWH infrastructure projects through the development of a standardized Construction Schedule Management Manual (CSMM). The study addressed the absence of a comprehensive and unified framework for the preparation, review, approval, revision, and monitoring of construction schedules across DPWH Implementing Offices (IOs). Although the PDM has been mandated as the standard scheduling technique, existing scheduling policies and procedures remain dispersed across various issuances, resulting in variations in construction schedule management practices.

The review identified recurring variations in construction schedule preparation, review, approval, revision, and monitoring, as well as inconsistencies in the application of prescribed scheduling methodologies and documentation requirements. Of the 220 DPWH Implementing Offices requested to provide feedback, 22 submitted substantive comments and recommendations. Thematic analysis identified five major themes, with Schedule Formats, Templates, and Presentation Standards emerging as the most frequently raised concern (68.2%). The comments were incorporated, where applicable, into the refinement of the proposed Manual.

The resulting CSMM consolidates existing policies, standardized procedures, technical guidelines, evaluation criteria, and documentary requirements into a single reference for construction schedule management within DPWH. The proposed Manual provides a practical framework that has the potential to improve the consistency, quality, and effectiveness of construction schedule management and support more efficient delivery of DPWH infrastructure projects.

Ang practicum na ito ay nakatuon sa pagpapalakas ng pamamahala ng iskedyul ng konstruksyon sa mga proyektong pang-imprastraktura ng DPWH sa pamamagitan ng pagbuo ng isang pamantayang Construction Schedule Management Manual (CSMM). Tinugunan ng pag-aaral ang kawalan ng komprehensibo at iisang balangkas para sa paghahanda, pagsusuri, pag-apruba, rebisyon, at pagsubaybay ng mga iskedyul ng konstruksyon sa mga Implementing Office (IO) ng DPWH. Bagama’t itinakda ang PDM bilang pamantayang pamamaraan sa pagbuo ng iskedyul, nananatiling nakapaloob sa iba’t ibang issuances ang mga umiiral na patakaran at proseso, na nagreresulta sa pagkakaiba-iba ng mga gawain sa pamamahala ng iskedyul. Natukoy sa pagsusuri ang mga paulit-ulit na pagkakaiba sa paghahanda, pagsusuri, pag-apruba, rebisyon, at pagsubaybay ng mga iskedyul, pati na rin ang hindi pare-parehong paggamit ng itinakdang pamamaraan at mga kinakailangang dokumento. Sa 220 Implementing Office ng DPWH na hinilingang magbigay ng puna, 22 ang nagsumite ng mahahalagang komento at rekomendasyon. Natukoy sa tematikong pagsusuri ang limang pangunahing tema, kung saan ang mga format, template, at pamantayan sa presentasyon ng iskedyul ang pinakamadalas na binanggit na usapin (68.2%). Ang mga komento ay isinama, kung naaangkop, sa pagpapahusay ng panukalang Manwal. Pinagsasama-sama ng nabuong CSMM ang mga umiiral na patakaran, pamantayang proseso, teknikal na gabay, pamantayan sa pagsusuri, at mga kinakailangang dokumento sa iisang sanggunian para sa pamamahala ng iskedyul ng konstruksyon sa DPWH. Ang panukalang Manwal ay nagbibigay ng praktikal na balangkas na maaaring mapahusay ang pagkakapare-pareho, kalidad, at pagiging epektibo ng pamamahala ng iskedyul at makatulong sa mas mahusay na pagpapatupad ng mga proyektong pang-imprastraktura ng DPWH.
