Abstract (English)
This study investigates commuter mode choice behavior between San Jose del Monte, Bulacan and Quezon City, in the context of the forthcoming Metro Rail Transit Line 7 (MRT-7) a ₱77-billion Public-Private Partnership (PPP) led by San Miguel Corporation. Designed to cut travel time to 30 minutes over a 23-kilometer alignment with 14 stations, MRT-7 is projected to serve up to 800,000 passengers daily. As the corridor traverses one of Metro Manila’s most congested areas, data-driven insights are crucial to support multimodal transport planning and inform sustainable mobility strategies. A total of 4,600 stated preference responses were collected using orthogonally designed choice sets (18 scenarios across 2 blocks) and analyzed using Discrete Choice Modeling (DCM) through the Multinomial Logit (MNL) framework in RStudio and LIMDEP NLOGIT. The utility of MRT-7 and competing modes Public Utility Bus (PUB), Public Utility Jeepney (PUJ), UV Express, and private cars was modeled based on key transport attributes.
Modal shift analysis shows that Results indicate that in-vehicle travel time (INVEHT) plays the most critical role in shaping commuters’ mode preferences. Beyond the 62.45-minute average, MRT-7 ridership rises sharply; at 90 minutes it increases from 54.79% to 61.81% (+2,900 users), reaching 79.46% at 180 minutes. Out-of-Pocket cost (COSINC) follows; below 8% of income (₱102.87) MRT-7 remains at 53–54%, but at 20% (₱257.18) gains 83 riders. Access time (ACCTIME) moderately influences choice; extending 30 to 60 minutes raises MRT-7 share from 54.19% to 58.36% (+1,725 users). Comfort (COMF) shifts rail preference from 34.62% at low to 80.86% at high levels, while improved road safety lowers MRT-7’s share from 77.57% to 35.16%.
The final model achieved 52.68% accuracy, offering key insights for DOTr, MRT-7 implementers, and the Philippine Railway Institute to invest in greater efficiency, comfort, and affordability.

Sinusuri ng pag-aaral na ito ang pag-uugali ng mga mananakay sa pagpili ng paraan ng pagbiyahe sa pagitan ng San Jose del Monte, Bulacan at Quezon City, kaugnay ng nalalapit na Metro Rail Transit Line 7 (MRT-7) — isang ₱77-bilyong proyekto sa ilalim ng Public-Private Partnership (PPP) na pinangungunahan ng San Miguel Corporation. Layunin ng MRT-7 na paikliin ang oras ng biyahe sa humigit-kumulang 30 minuto sa 23 kilometrong linya na may 14 na estasyon, at inaasahang makapagsisilbi ng hanggang 800,000 pasahero bawat araw.
Dahil dumaraan ang linya sa isa sa mga pinaka-mataong bahagi ng Metro Manila, mahalagang gamitin ang mga datos upang makatulong sa pagpaplano ng mas maayos at tuloy-tuloy na sistema ng pampublikong transportasyon. Nakalap ang kabuuang 4,600 na tugon mula sa “stated preference survey” gamit ang maingat na disenyong mga pagpipilian (18 senaryo sa loob ng 2 set) at sinuri gamit ang Discrete Choice Modeling (DCM) sa pamamagitan ng Multinomial Logit (MNL) model sa RStudio at LIMDEP NLOGIT.
Sinuri sa modelo ang kagustuhan ng mga pasahero sa pagitan ng MRT-7 at iba pang paraan ng transportasyon tulad ng Public Utility Bus (PUB), Public Utility Jeepney (PUJ), UV Express, at pribadong sasakyan, batay sa mahahalagang katangian ng biyahe.
Ipinapakita ng pagsusuri na ang oras sa loob ng sasakyan (INVEHT) ang may pinakamalaking impluwensya sa pagpili ng biyahe. Kapag lumampas sa karaniwang 62.45 minuto ang biyahe, tumataas ang kagustuhan ng mga pasahero sa MRT-7: mula 54.79% tungo sa 61.81% (+2,900 pasahero) sa 90 minuto, at umaabot sa 79.46% sa 180 minuto.
Sumunod na salik ang gastos sa pamasahe kumpara sa kita (COSINC). Kapag mas mababa sa 8% ng kita (₱102.87) ang pamasahe, nananatiling 53–54% ang pumipili ng MRT-7, ngunit tumataas ng 83 pasahero kapag umabot sa 20% (₱257.18). Samantala, ang oras ng pag-access (ACCTIME) ay may katamtamang epekto—ang pagtaas mula 30 hanggang 60 minuto ay nagpapataas ng rail share mula 54.19% hanggang 58.36% (+1,725 pasahero).
Malaki rin ang epekto ng komportableng biyahe (COMF) — mula 34.62% lamang sa mababang antas, tumataas ito sa 80.86% kapag mataas ang antas ng ginhawa. Sa kabilang banda, kapag mas ligtas ang biyahe sa kalsada, bumababa ang MRT-7 share mula 77.57% tungo sa 35.16%.
Nakamit ng huling modelo ang 52.68% na antas ng katumpakan, na nagbibigay ng mahahalagang kaalaman para sa Department of Transportation (DOTr), mga tagapagpatupad ng MRT-7, at Philippine Railway Institute upang pagtuunan ng pansin ang mas episyenteng operasyon, mas komportableng biyahe, at abot-kayang pamasahe para sa publiko.
