Abstract (English)
In the Philippines, balancing increasing electricity demand with substantial reductions in greenhouse gas (GHG) emissions remains a central challenge in the transition toward a lower-carbon power sector and the fulfillment of the country's climate commitments. The geographical and structural diversity of the Philippine power system, together with the interconnection of its Luzon, Visayas, and Mindanao grids through developments such as the Mindanao--Visayas Interconnection Project (MVIP), creates interregional electricity flows that make carbon-emission responsibility interdependent across regions rather than attributable solely to individual regional emissions or electricity consumption. Consequently, Carbon Emission Reduction Responsibility (CERR) provides an allocation framework for distributing collective emission-reduction responsibilities among regions while accounting for efficiency and equity. Building on a graph-restricted cooperative game framework for CERR allocation, this study examines alternative allocation mechanisms based on the Shapley Value, Weighted Shapley Value, Myerson Value, Weighted Myerson Value, and Position Value. The Philippine power system is represented by four super regions, namely, Super Region A (Northern Luzon), Super Region B (Southern Luzon), Super Region C (Visayas), and Super Region D (Mindanao), which serve as the players in the cooperative game. The proposed framework is applied to these four super regions to evaluate CERR allocations under different weighting schemes and network structures. In addition to the application, the study establishes several fundamental properties of link games underlying the Position Value, including nonnegativity, additivity, total balancedness, imputation admissibility, and convexity, thereby providing a theoretical characterization of the link-game framework. Furthermore, the study introduces a new allocation rule, called the Proportional Myerson Value (PMV), which combines proportional allocation based on individual contributions with the network structure of the Myerson value, and establishes and characterizes its fundamental properties. The results demonstrate that CERR responsibility depends on the allocation principle used, with the Shapley-based and Myerson-based approaches generally assigning substantial responsibility to Super Region B, while the Position Value produces a substantially different distribution due to its emphasis on network position and link contributions. Overall, the study advances cooperative game theory by characterizing fundamental properties of link games and introducing the Proportional Myerson Value as a network-structured allocation rule, while providing a systematic framework for evaluating carbon emission reduction responsibility in interconnected power systems.

Sa Pilipinas, nananatiling isang pangunahing hamon ang pagtugon sa patuloy na pagtaas ng pan- gangailangan sa kuryente habang makabuluhang binabawasan ang emisyon ng greenhouse gas (GHG) bilang bahagi ng transisyon tungo sa mas mababang carbon na sektor ng kuryente at pagtupad sa mga pangakong pangklima ng bansa. Ang heograpikal at istruktural na pagkakaiba-iba ng sistema ng kuryente sa Pilipinas, kasama ang pagkakaugnay ng mga grid ng Luzon, Visayas, at Mindanao sa pamamagitan ng mga pagpapaunlad tulad ng Mindanao–Visayas Interconnection Project (MVIP), ay lumilikha ng daloy ng kuryente sa pagitan ng mga rehiyon. Dahil dito, ang responsibilidad sa emisyon ng carbon ay magkakaugnay sa mga rehiyon at hindi maaaring iugnay lamang sa indibidwal na emisyon o pagkonsumo ng kuryente ng bawat rehiyon. Kaugnay nito, nagbibigay ang Carbon Emission Re- duction Responsibility (CERR) ng isang balangkas sa paglalaan ng sama-samang responsibilidad sa pagbabawas ng emisyon sa mga rehiyon habang isinasaalang-alang ang kahusayan at pagiging patas. Batay sa isang graph-restricted cooperative game framework para sa paglalaan ng CERR, sinusuri sa pag-aaral na ito ang iba’t ibang mekanismo ng paglalaan na nakabatay sa Shapley Value, Weighted Shapley Value, Myerson Value, Weighted Myerson Value, at Position Value. Ang sistema ng kury- ente sa Pilipinas ay kinakatawan ng apat na super region, na binubuo ng Super Region A (Northern Luzon), Super Region B (Southern Luzon), Super Region C (Visayas), at Super Region D (Mindanao), na nagsisilbing mga manlalaro sa cooperative game. Inilapat ang iminungkahing balangkas sa apat na super region upang masuri ang paglalaan ng CERR sa ilalim ng iba’t ibang weighting scheme at estruktura ng network. Bukod sa aplikasyon, itinatatag ng pag-aaral ang ilang pangunahing katangian ng link games na pinagbabatayan ng Position Value, kabilang ang nonnegativity, additivity, total balancedness, imputation admissibility, at convexity, na nagbibigay ng teoretikal na paglalarawan sa balangkas ng link game. Higit pa rito, ipinakikilala ng pag-aaral ang isang bagong allocation rule na tinatawag na Proportional Myerson Value (PMV), na pinagsasama ang proportional allocation batay sa indibidwal na kontribusyon at ang estruktura ng network na isinasaalang-alang sa Myerson Value, at itinatatag at inilalarawan ang mga pangunahing katangian nito. Ipinakikita ng mga resulta na ang responsibilidad sa CERR ay nakadepende sa prinsipyong ginagamit sa paglalaan. Sa pangkalahatan, ang mga pamamaraang nakabatay sa Shapley Value at Myerson Value ay naglalaan ng malaking bahagi ng responsibilidad sa Super Region B, samantalang ang Position Value ay nagbubunga ng makabu- luhang naiibang distribusyon dahil sa pagbibigay-diin nito sa posisyon ng isang rehiyon sa network at sa kontribusyon nito sa mga link. Sa kabuuan, nakatutulong ang pag-aaral na ito sa pagpapaunlad ng cooperative game theory sa pamamagitan ng paglalarawan sa mga pangunahing katangian ng link games at pagpapakilala sa Proportional Myerson Value bilang isang allocation rule na may estruktura ng network. Kasabay nito, nagbibigay ito ng sistematikong balangkas para sa pagsusuri at paglalaan ng responsibilidad sa pagbabawas ng emisyon ng carbon sa magkakaugnay na mga sistema ng kuryente.
