Abstract/Summary

The findings of this study demonstrate the novelty of the work by showing that digital identification is a new control tool for government entities in the Philippines. The contribution validates that PhilSys as digital identity is used in the organizational control framework that affirms identity-based control that can help decision-making by accurately identifying internal employees and external beneficiaries' personal information. The results suggest that PhilSys can also be used as organizational control within national government agencies. By addressing the challenge of the Department of Budget Management (DBM) in administering organization control, the maintaining accuracy and correctness of the Personal Services Itemization and Plantilla of Personnel (PSIPOP) process in performing budget control. It has two classifications: employee identification and beneficiary identification linked to the government agencies' overall strategy and mandates. National government agencies collaborating in the program include the Technical Education and Skills Development Authority (TESDA), the Department of Budget and Management (DBM), and the Department of Justice (DOJ). Further, this qualitative research is conducted in a multiple-case study and explored the perceived impact of digital identity control like PhilSys, as digital transformation is viewed as both positive and negative impacts, influential in the direction and movement of the organization. The findings confirmed and discovered novel structures that can affect the development of organizational control framework in the public sector. The suggested organizational control framework would outline how digital identity management systems, such as PhilSys, can be used as organizational control for digital transformation.
