Abstract (English)
Plastics have become one of the most ubiquitous materials in the modern world. However, their extensive use has also led to the accumulation of plastic waste. Recycling remains a key solution to mitigating this problem, yet only a small fraction of plastic waste is currently recycled. To improve recycling efficiency, one promising approach is to create an Integrated Plastic Recycling Network (IPRN). This network integrates various recycling processes and technologies which enhances resource and energy efficiency compared to isolated systems. Furthermore, it facilitates the processing of various types of plastic waste inputs and allows for input substitutions. However, the high degree of interconnectivity within IPRNs makes them susceptible to cascading failures. Disruption or inoperability in one unit can propagate throughout the network and affect overall system performance. Moreover, uncertainties in supply, which is a common cause of failures in several plastic recycling startups, can further exacerbate these risks. To address these challenges, this study develops a comprehensive inoperability assessment and optimization framework for IPRNs. First, a Disruption Impact Index (DII) is proposed to quantify the effects of unit-level disruptions within the network and rank units based on their criticality. The DII overcomes the limitations of the previously developed Criticality Index by accounting for multiple outputs and enabling its application to systems where certain products are entirely consumed as intermediates. Different optimization models are then developed to determine optimal operational adjustments under various disruption scenarios. These models incorporate partial input substitution to enable more flexible and adaptive operational strategies. Finally, a resilience assessment framework is also developed using the optimization model during recovery to measure the ability of the IPRN to recover from disruptions. Together, the unified inoperability assessment and optimization framework offers plant owners and operators practical tools for disruption preparedness and adaptive decision-making. By supporting better planning and resource allocation, these contributions can enhance the robustness and resilience of IPRNs.

Ang plastik ay isa sa pinakakaraniwang materyales sa makabagong panahon, subalit ang malawakang paggamit nito ay nagiging sanhi ng matinding suliranin ngayon pagdating sa polusyon sa plastik. Isa sa mga nakikitang solusyon dito ang pagre-recycle, ngunit maliit lamang na bahagi ng mga basurang plastik ang aktuwal na napoproseso. Upang maparami ito, maaaring buuin ang Integrated Plastic Recycling Network (IPRN). Sa ganitong network, nagiging mas epektibo ang paggamit ng mga materyales at enerhiya dahil sa pagsasama-sama ng iba’t ibang teknolohiya sa pagre-recycle. Kaya rin nitong iproseso ang iba’t ibang uri ng basurang plastik kung saan posible ang substitusyon ng mga input. Gayunpaman, dahil sa mataas na antas ng konektibidad ng mga yunit sa IPRN, anumang pagkagambala sa produksyon ng isang yunit ay maaaring kumalat sa iba at magdulot ng mas malawak na epekto sa buong network. Sa konteksto ng pagre-recycle ng plastik, ang pagkagambala dulot ng kawalan ng kasiguraduhan sa supply ay isang karaniwang suliranin na madalas humahantong sa pagsara ng mga planta ng pagre-recycle. Isinasama dito ang bahagyang substitusyon ng mga input para sa mas angkop na estratehiya. Kasabay nito, ipinakilala rin ang framework sa pagsusuri ng resilience ng network gamit ang isa sa mga modelo upang masukat ang kakayahan ng IPRN na makabalik sa normal na operasyon matapos ang pagkagambala. Ang kabuuang framework na dinisenyo ay maaaring magamit ng mga may-ari o namamahala ng mga planta upang mas epektibong mapaghandaan at mapangasiwaan ang mga pagkagambala. Sa pamamagitan ng tamang pagpaplano at alokasyon ng mga input, mapalalakas nito ang robustness at resilience ng mga IPRN.
