Abstract/Summary

This study is a legislative history that examines how the Philippine Congress crafted and passed a law that aims to modernize the agriculture and fisheries sectors of the country. The study only examines the effects and impact of the law to four areas of agricultural modernization namely rice, corn, coconut, and sugarcane production rates, irrigation facilities, and agricultural credit. Republic Act 8435 or also known as the “Agriculture and Fisheries Modernization Act of 1997” was a legislative response to the problems of agriculture and fisheries during the Ramos Administration. In the first five years of the implementation of the law production rates of rice, corn, coconut, and sugarcane increased significantly. Furthermore, loans granted to rice, corn, coconut, and sugarcane drastically increased. However, the increase in areas of new irrigation facilities remained slow. This was caused by the focus of the government in rehabilitating existing irrigation facilities rather than constructing new facilities. As a result, the law was amended in 2004 through Republic Act 9281. This amendment to AFMA extended the implementation of Sections 109 and 112 of the law to 2015. During the implementation of the amended AFMA, the production of rice, corn, coconut, and sugarcane moderately increased. Agriculture credit on the other hand, continuously increased. The extension of AFMA also resulted to an increase of new irrigation facilities because the government was able to finish the construction of new irrigation facilities. The implementation of AFMA brought change to agriculture sectors of the Philippines however it failed to achieve its goal of food security for the country during its ten years of implementation.
