Abstract (English)

This study examined the psychological, emotional, and social implications of bureaucratic efficiency in the Philippines through a dark comedic perspective. It explored the shared frustrations between Filipinos navigating the government ID process, highlighting how poorly structured systems and unjust timeframes burden working-class citizens. Grounded in Galtung’s Structural Violence Theory and Weber’s Bureaucratic Theory, the study showed how systems designed to promote order often fail to deliver accessibility and efficiency.

To capture citizens’ lived experiences, brief qualitative interviews were used with participants residing in Metro Manila and the broader Greater Manila area, allowing them to recount the challenges tied to obtaining an ID. Analysis revealed recurring themes: institutional neglect, systemic barriers, emotional strain, and a growing sense of helplessness that pushed citizens toward desperate or unlawful shortcuts.

These insights shaped the short dark comedy film “ID Mo, Miss?”, which followed Jhunnifer, a young woman attempting to secure an ID necessary for employment. Her exhausting encounters mirrored the everyday realities of many Filipinos, revealing how bureaucratic dysfunction benefits those in power while ordinary citizens struggle for basic services.

Following a combined research-and-film approach, it underscored how storytelling can transform technical policy issues into accessible narratives that resonate with everyday citizens, making the call for bureaucratic reform clearer, more urgent, and grounded in lived experience for all. The study aimed to amplify public awareness and empathy and motivate collective action toward more humane and efficient government processes. The film was produced using an S-Log3 picture profile and XAVC format to ensure quality and platform compatibility.

Sinusuri ng pag-aaral na ito ang mga sikolohikal, emosyonal, at panlipunang implikasyon ng burukrasya sa Pilipinas sa pamamagitan ng dark comedy. Sinisiyasat nito ang pagkadismaya ng mga Pilipinong dumadaan sa proseso ng pagkuha ng mga opisyal na ID mula sa gobyerno at itinatampok ang pagpapahirap sa mga uring manggagawa ng mahihinang estruktura ng mga sistema at hindi makatarungang katagalan sa pagproseso. Mula sa Structural Violence Theory ni Johan Galtung at Bureaucratic Theory ni Max Weber, ipinakikita ng pag-aaral ang kabiguan ng mga sistema sa paghahatid ng episyente at abot-kamay na mga serbisyo.

Upang mailarawan ang mga karanasan ng mga mamamayan, ginamit ang maikling kwalitatibong panayam sa mga kalahok na naninirahan sa Metro Manila at karatig-lalawigan nito. Natukoy ang mga umuusbong na tema sa mga hamong ibinahagi ng mga indibidwal sa pagkuha ng ID: institusyonal na kapabayaan, sistematikong hadlang, kapagurang emosyonal, at tumitinding pakiramdam ng kawalan ng pag-asang nag-uudyok sa kanila para gumawa ng desperado o hindi makatuwirang hakbang.

Mula sa mga nakalap na pananaw, nabuo ang maikling pelikulang “ID Mo, Miss?”, na sinusundan ang kuwento ni Jhunnifer—isang dalagang nagsusumikap makakuha ng ID para sa kaniyang trabaho. Sumasalamin ang kaniyang mga nakakapagod na karanasan sa araw-araw na realidad ng maraming Pilipino at isinisiwalat ang pagpabor ng burukrasya sa mga makapangyarihan habang nahihirapan ang mga karaniwang mamamayang matamasa ang mga serbisyong panlipunan.

Sa pamamagitan ng pinagsamang pananaliksik at pelikula, binibigyang-diin ng papel ang gampanin ng pagkukuwento para mas maunawaan ang mga teknikal na usaping pampatakarang naiuugnay sa karanasan ng mga ordinaryong mamamayan. Mula rito, mas lumilinaw at nagiging kagyat ang pagsulong ng repormang pamburukrasya. Nilalayong palakasin ng pag-aaral ang kamalayan at empatiya ng publiko, at himukin ang kolektibong pagkilos tungo sa mas makatao at episyenteng mga proseso sa pamahalaan. Nilikha ang pelikula gamit ang S-Log3 picture profile at XAVC format upang matiyak ang mataas na kalidad at kaangkupan nito sa iba’t ibang plataporma.
