Abstract/Summary

This action research addressed a GOCCs Policy Preparation and Review Departments technical issue of lack of monitoring within its team the Guidelines and Projects Preparation Team. Monitoring is defined as the regular observation and recording of activities taking place in a project or program. We identified the issue through manifestations such as prolonged preparation of status reports, inaccurate reporting of status of requests for internal policy review and prolonged response time to inquiries. As an action insider researcher, I applied triangulation of data by using different methods both formal and informal settings such as one-on-one interviews, team meetings, informal talks, and surveys. We used the Monitoring Toolkit: How to Develop a Monitoring System for a Community Rights Workers Program to effectively come up with interventions that would address the issue. We used Kotters Eight Steps to Successful Change to initiate change in the organization. In Cycle I, we established an effective monitoring system on the status of inquiries and enables us to track progress of all requests we receive for preparing and reviewing the internal policies of GOCC departments. In Cycle II, we enhanced the monitoring system to produce an accurate monitoring report for team accomplishments. These activities were found successful in achieving the objectives and highlighted the importance of monitoring system in place.
