Abstract/Summary

This paper aims to improve the timeliness in processing the procurement of appraisal services in AMD of the Bangko Sentral ng Pilipinas (BSP), which has a mandate of selling acquired assets. Management policies and corresponding guidelines provide that the selling price of the BSP-acquired properties should be based on the latest appraised value (market value) determined by third party appraisers (TPAs). Thus, it is necessary that the processing of procurement of appraisal services is always timely done. Manifestations of the Department's issue include the small percentage of properties available for sale vis-à-vis the total number of inventories, the increasing number of properties with expired appraisal reports, and negative feedbacks received from stakeholders, that is, brokers and interested buyers.

Through collaboration we identified the issue and implemented various interventions to achieve the intended change and resolution through the following: (1) creation of a team that will only focus on the processing of the procurement of appraisal services; (2) documentation of guidelines and template; and (3) creation of a database that will serve as a monitoring tool. As a result, the request and processing of the procurement of appraisal services were timely undertaken.

This action research allowed me to develop my collaboration skills and to grow professionally being the person primarily responsible in implementing the necessary change, which greatly helped the Department in successfully delivering its mandate.
